Overview of Student Outcomes
This report leverages data collected across the Tri-Agency Workforce Initiative (the Texas Education Agency, the Texas Higher Education Coordinating Board, and the Texas Workforce Commission) to provide comprehensive insights into Texas’ educational landscape, from 8th grade through postsecondary and beyond.
Degrees and Certificates Awarded
Postsecondary education has economic value for individuals and for Texas. The more postsecondary degrees and certificates awarded in the state, the better off our students and workforce will be.
In Texas, our goal is that, by 2030, at least 550,000 students each year will complete a certificate or an associate, bachelor’s, or master’s degree from a Texas institution of higher education. Graduation Rates
To ensure all Texas students are set up for success, we have to look beyond enrollment. We must look at potential barriers to graduation and provide support so students can attain credentials in a time- and cost-efficient manner.

Student Debt
Undergraduate debt must be manageable for students to get value from the credentials they earn. Our goal in Texas is for 95% of students to graduate with no undergraduate student debt or manageable levels of debt in relation to their potential earnings. This target is well within reach, but debt is uneven across demographics.

Attainment
People who attain postsecondary credentials of value increase their earning power and help expand the state economy. We’re aiming for higher attainment both among Texans who are new to the workforce and those who have already been working for years.
In Texas, our goal is for 60% of Texans from ages 25 to 64 to have attained a credential of value by 2030. Click through to explore trends and outcomes in attainment rates, including in credential categories like short-term and professional certificates.
Credentials of Value
We want more Texans to attain postsecondary credentials that set them up for successful careers with little or no debt. Texas is the first state in the country to tie attainment to value, and these credentials of value are the truest measure of our graduates’ potential to thrive as a result of their education.
